Scott has a broad background in environmental compliance and regulatory issues. Has directed projects associated with air permitting, groundwater contamination, air toxins emissions control, hazardous materials control and reporting, wastewater process control (metals removal), energy conservation, industrial ventilation, noise control, bioremediation, and storm water control. He has an extensive background in stationary source emission testing, with over 1,800 tests personally conducted and/or supervised.
Scott is the Technical Director of Golden Specialty Laboratory since December 2004 and Golden Specialty Consulting since 1999. He has several publication and presentations, owner and co-founder of Golden Specialty, Inc., He is a member of Board of Directors (BOD) on the Source Test Accreditation Council (STAC) and sits in the position of Chair.

Accreditation of Stationary Source Testing Companies
The Stack Testing Accreditation Council (STAC) is a not-for-profit organization formed in 2005 by a diverse group of stack testing companies concerned about the quality of stack test data. Many of these companies were active in the development of ASTM D7036 -- the U.S. consensus standard for stack testing competency.
The purpose of STAC is the development and administration of a program to accredit stack testing companies to the ASTM D7036 competency standard. This standard assesses the overall ability of a stack testing company to deliver data of known and documented quality on a consistent basis regardless of the test method used. It accomplishes this by forcing a Source Emission Measurement Quality Assurance Program (SEMQAP) to be established and maintained to the highest possible standards of performance for Air Emission Testing Bodies (AETBs). AETB's are those that collect and analyze samples to support the evaluation of stationary source air emissions. AETBs that comply with the elements of this program operate a quality system that meets the requirements of the International Organization for Standardization (ISO) Standard ISO/IEC 17025 and ASTM D-7036. This standard incorporates the requirements of ISO 17011 that are relevant to the scope of services addressed by the AETB.
Some examples of the requirements of ASTM D-7036, would be to requiring the AETB seeking accreditation to operate an organization in which sampling and testing procedures are performed with adequate controls by well-qualified personnel using appropriate equipment and methods. In addition, accredited AETBs will be audited in order to ensure compliance with requirements and standards of the SEMQAP.
