Scott Bachrach

Scott Bachrach is Senior Vice President of Mobile Training & Education, a training firm that provides services to colleges and universities across the country. He works regularly with students from a variety of fields, including military personnel and telecommunications workers to expand their knowledge and get them certified in electronics, as well as other fields.
Prior to his current position, He was Director of Information Technology for Unitex Textile Rental Services for 11 years, a premier healthcare related company in the North East, where Scott researched, designed, implemented, and supported a variety of electronics in a fast paced production environment.
Scott's systems experience encompassed everything from basic office systems, custom computer applications, local and wide area networking, telecommunications, RFID, plant automation and various other electronic systems.
Mobile Training & Education has enjoyed its continued relationship with ETA since late 2005. Since then over 2500 ETA certifications have been processed. |

John W. Baldwin, CETsr

Mr. Baldwin spent his recent years teaching wireless and electronics at South Central College located in North Mankato, Minnesota. He has been the college staff designate to the Institute for Wireless Education , where he was responsible for delivering wireless communications industry training programs throughout the United States as well as in Europe and South America. He has taught at the college level for over 27 years and has more than 10 years of wireless communications industry experience and was awarded the 2006 Global Wireless Educational Consortium (GWEC) instructor of the year for two year colleges.
Mr. Baldwin completed a Bachelor of Science degree in Industrial Education from the University of Minnesota, and graduate work at Minnesota State University Mankato in education and engineering, with teaching credentials in Minnesota and California. He is a member of the Institute of Electronics and Electrical Engineers (IEEE). He holds a FCC General Radiotelephone license, an Amateur Radio Operators
License and is a certification administrator for CET and FCC exams with the ETA, Electronic Technicians Association-International, and ISCET. He is a senior CET.
He is a national board member and chair of the communications division for the ETA, where he is also a charter member. He served in the USAF as a Radio Communications Specialist, working on VLF, HF SSB for SAC, and UHF air-to-ground multiplexed voice and data systems for the AWACS looking glass flying command center. He was employed at E. F. Johnson Co., Waseca, MN as a technical support supervisor in field engineering, and as a technical instructor on mobile telephone systems.
John has written many articles on wireless education and telecommunications which have been featured in several trade association newsletters and magazines. He has been involved in writing an introductory text on wireless communications for a major publisher. In his role as lead instructor, he was primarily responsible for the development of the Wireless Communications AAS degree program at South Central College, where he also taught courses on wireless base station operations, including MSC backhaul, T1 DSX-1 cross connect interface, SS7 networks using IS-41 protocols. During the past recent years he has developed courses for training on cellular CDMA, GSM, GPRS, EDGE, UMTS, 3G, Mobile IP and 802.11 wireless networks and broadband systems using materials from the Global Wireless Educational Consortium modules.
For fun, John enjoys camping and traveling. He keeps current on new trends in wireless technology using the latest handheld devices as well as in the fields of digital photography, computer systems, HDTV and residential electronic systems. |

Thomas Bonner

Thomas Bonner holds a Doctorate degree from Mississippi State University in education. He has over 14 years experience in teaching fiber optic courses for AT&T, 3M, OFS, Lucent Technologies and FNT. His certifications include 3M Fiber Products and Systems, Sorrento DWDM Metro Fiber, OFS connectors, QA/QC inspection, and Gigabit Ethernet. He also has assisted in the development of certification programs for Lucent Technologies ranging from fiber certification to smart LGX's. He serves as a subject matter expert for the ETA fiber committee and his past fiber sessions at the ETA annual conference have been well received. |

Antitrust and Deregulation in Software, Telecommunications, and Electricity: Current Directions |
Tim Brennan is a professor of public policy and economics and a senior fellow with Resources for the Future (RFF). He has been on the UMBC faculty since 1990. Before coming to UMBC, he was an economist with the Antitrust Division of the U.S. Department of Justice and taught in the telecommunications policy program at George Washington University. From 1996-97, he was a senior economist for the White House Council of Economic Advisers, and in 2003-05 served as a staff consultant to the U.S. Federal Trade Commission. During 2006, he held the T. D. MacDonald Chair in Industrial Economics at the Canadian Competition Bureau. He has advised on competition law internationally, including Mexico, the Slovak Republic, Russia, and Uzbekistan.
Prof. Brennan’s research has addressed topics in antitrust, regulatory economics, copyright, electricity markets, telecommunications and media policy, environmental economics, and methods and ethics in public policy. His antitrust-related publications have looked at market definition, monopolization standards, vertical integration, per se rules, interconnection agreements, and applications to regulated sectors and the Microsoft case. His recent research has focused on exclusionary practices, particularly with regard to bundled rebates, and the relationship between antitrust and innovation. Journals publishing his research include Journal of Law and Economics, Journal of Regulatory Economics, the Antitrust Bulletin, and numerous law reviews. With Karen Palmer and others at RFF, he co-authored two books on electricity deregulation, A Shock to the System (1996) and Alternating Currents: Electricity Markets and Public Policy (2002). He is on the editorial boards of the Journal of Regulatory Economics, Information Economics and Policy, Communications Law and Policy, and the International Review of the Economics of Business.
Prof. Brennan received a B.A. in mathematics in 1973 from the University of Maryland in College Park, and his M.A. in mathematics in 1975 and Ph.D. in economics in 1978 from the University of Wisconsin in Madison. |

John Dings

After serving eight years in the U.S. Army, specializing in air defense artillery, Mr. Dings devoted the next decade to managing a consumer electronics sales/service/rental business. Eager to share his love of electronics with young people, Dings began substitute teaching at various Western Pennsylvania vocational-technical schools, until he joined Pittsburgh Technical Institute (PTI) as a full-time electronics instructor in 1997. He has been involved in PTI’s Electronics Technicians Association student chapter for the past seven years, taking over the position of ETA Student Chapter Coordinator in 2003. Dings is also an ETA-certified administrator, a Customer Service Specialist (CSS), Certified Electronics Technician (CET) and Certified IPC Trainer for J-STD-001 IPC soldering certification.
Dings earned an Associate Degree from Excelsior College and his Bachelor’s Degree from Point Park University. He is currently enrolled in the Master’s program in Technical Education at California University of PA. |

Don Huston

Don Huston currently works for the Bird Technologies Group, BTG, as the Technical Trainer with the Global Educational Services and as Project Manager for the Site MOptimization Services divisions of the company. He has also worked in Application Engineering while at Bird, but was asked to take the lead role in training in 2004. Prior to his employment at Bird, Huston served in nearly every engineering position and capacity in television stations in NE Ohio. He started at WKBN-TV in Youngstown, Ohio working in studio and engineering functions, and from there moved to WKYC-TV in Cleveland, Ohio working at the then NBC Owned and Operated station in all engineering positions through Assistant Chief Engineer. WJW-TV, also in Cleveland, served as his last stop in television for a total of 22 years of broadcast experience. Don holds degrees from Kent State University in Telecommunications and Electrical Engineering and uses his background and education while at Bird to serve broadcasters, cell site technicians, land mobile radio engineers and all others in the communications industry in learning their trade, honing their skills or expanding their possibilities. As Technical Trainer with Bird, Huston has assisted in developing training for companies such as Motorola and in working with the ETA as part of the Review Board for proposed certifications. |

Jeff LeSueur

Jeff LeSueur is an electronics instructor at Theodore Roosevelt High School in Kent, Ohio. He teaches both a pre-engineering class and a traditional career education class. Jeff holds degrees in Electrical Engineering (Cleveland State University) and a Master’s of Education (John Carroll University).
He believes that teachers must use materials that engage the students. Lessons should be directly applicable to the real world and skills should be developed that are useful in life and employable. This must be done while still finding and inventing lessons that are interesting to students. Many materials should be used: project kits, videos, programming, field trips, student centered activities as well as traditional lab experiments and theory. Lessons should be evaluated for success regularly and updated frequently. This philosophy led Jeff to the design of the Awesome Cube and other innovative lessons.
Prior to teaching, Jeff worked in the telecommunications industry as a systems engineer, sales engineer, and consultant for several companies including Fujitsu, and General DataComm
Jeff has many interests. He is a performing jazz guitarist, equity investor, golfer, skier, boater, and biker. |

Over 22 years of experience in technology and still counting, he brings personal experience and insightful historic perspectives to his presentations in a lively and engaging manner. Bill Scapin

Bill Scapin leads the North America Service Organization in support of Motorola’s Government and Public Safety customers. He has been with Motorola for more than eighteen years, and during this time has positively impacted Motorola’s Service Delivery through championing Technical Certifications and redefining Service Partner relationships. In his previous positions at Motorola, Bill has held leadership roles within the Project Management & Service Operations in both the US and Canada, as well as led large scale project implementations within the US. Andre Smalling is presently a Certification Administrator for ETA. He first graduated from the New York City College of Technology with an Associates Degree in Electrical Engineering Technology and then later received his Bachelor of Science degree from City College of New York. Andre was certified by ETA in 1988 and since has been a subject matter expert in basic electronics, wireless and industrial committees. With over 20 years of experience in electronics Andre has participated in several ETA conventions and events in the past and was nominated for technician of the year 2003. |

Beverly is a mentor to all those seeking knowledge about computers and the field of technology. She is also active with the Downtown Bryan Economic Development Association; she’s donated time and effort with Hospice Brazos Valley, Habitat for Humanity, March of Dimes, Bryan High School and A&M Consolidated High School by mentoring kids each summer in the technology field.
Beverly believes in assisting in other’s success. She provides internships for Adults and children that show a high level of interest in the field, and want to excel in their learning. Beverly says, “We must step outside the box so we can be the best we are meant to be.” |

Jay Warmke

Jay Warmke followed a rather typical career path. Having graduated with honors with a degree in Journalism from Ohio University – he decided he now knew enough about journalism to never want to be one. So he went into the comic book business.
For about 5 years he sold comic books. Lots of comics. Jay became general manager of the largest comic book distribution company in the world, selling more than $50 million of the silly things each year. So he then quit and went into telecommunications and decided to get his MBA.
In 1991 Jay was named executive director of BICSI, then a relatively small telecommunications association. By 2001 the association had grown from about 1,000 members to over 25,000 – with a budget of $15 million – offices around the globe and a staff of over 100. In 2000 Jay was named one of the 10 Most Influential People in the Telecommunications Industry by Cabling Installation & Maintenance Magazine. So of course, Jay quit that job and moved to Europe.
He spent two years near Paris learning bad French, then moved with his family to England where he spent a year mucking out stables in exchange for riding and jumping lessons. Having mastered the art of falling off a horse – Jay returned to Ohio to begin Blue Rock Station – a sustainable living center.
Along with his wife Annie and granddaughter Catlyn, Jay has built a 2200 sq ft home made of tires, bottles, cans, and other assorted trash. Nearly 3,000 people wander through the house each year, learning about green living. They write, teach workshops, walk in the woods with their llamas and speak at many national conferences and festivals. |

Fred Weiss, CET, RESI

Fred Weiss graduated from Streetsboro High School in 1966 and after a year of doing radio repair in the family business decided the electronics field was the one to pursue. Fred enrolled at McKim Technical Institute in Akron, Ohio and graduated at the top of his class in 1969. In 1970, Fred became a CET and received a First Class Radio Telephone license with a radar endorsement. While attending McKim, Fred got a job as a technician at Newman TV in Ravenna, Ohio and worked there full time while attending night classes at the institute. While attending McKim, Fred used his daytime experience to land a job as a lab instructor a couple of nights a week. Upon graduation Fred was offered a teaching position at McKim which he accepted. Fred also purchased Newman TV and ran it in partnership with another McKim graduate for several years. When his teaching load became too much to keep both venues going, Fred sold out his share of the TV shop to his partner and taught both day and evening classes at McKim. While still teaching at McKim, Fred later took on a part time position as a broadcast engineer for WSLR to better understand the broadcast industry.
In 1977 Fred left both McKim and WSLR for a position as a bench technician with Dale’s Color TV where he was sent off to Panasonic and Sony schools to learn VCR servicing. After three years of servicing, Fred returned to McKim as chief instructor where he stayed until 1986 at which time he took a teaching position with the Akron Public Schools.
Fred has been teaching a very successful high school electronics program at Akron’s East High School since 1986. During this time, Fred attended Kent State University evenings and graduated Summa Cum Laude with a Bachelor of Science Degree in Education in 2002. Fred’s program at East is a Tech Prep Program in partnership with the University of Akron and has been since 1991. The program and instructor are both certified through ETA-I. Fred is leading the way in Akron and Ohio by training his students to become certified Customer Service Specialists as well as SETs or CETs. |

Glen Wolfe, CET

Glen Wolfe, CET is the Midwest region operations manager at Adventist’s LaGrange Memorial Hospital for Adventist Healthcare System in Illinois.
Glen graduated with honors from the U.S. Army Medical Equipment and Optical School at Fitzsimons Army Medical Center in 1992. His Associate’s degree was in biomedical technology.
He holds a Bachelor’s degree in applied science in biomedical electronics, and has published 16 articles in trade magazines. At the AAMI’s Annual Conference, he received the AAMI Foundation/TISCOR Award, which recognizes a mid-level biomedical professional seeking to advance his or her career by pursuing an undergraduate degree.
Glen oversees 15 technicians at four facilities in Adventist’s Midwest region and is in charge of day-to-day operations, answering questions, and locating parts. He is also responsible for setting up new policies and procedures to manage and motivate staff.
Glen remains active in the Indiana Biomedical Society, the Midwest Biomedical Association, and the Biomedical Associations of Wisconsin. He created and maintains Indiana's website (www.indianabiomedical.com), and assists with planning meetings and contributes articles to their newsletter. |

Bill Woodward, P. E. is a senior electrical engineer with Ursa Navigation Solutions in Chesapeake, Virginia and an engineering consultant in fiber optics technology at ECPI College of Technology in Virginia Beach, VA. Since leaving the U. S. Navy submarine force in 1992 Bill has been developing electronic and electrical equipment for shipboard propulsion control systems, sonar systems, and navigation systems. He is currently serving his third term as Chairperson of the Electronics Technicians Association, International (ETA). He is also Vice Chairperson of SAE International’s Aerospace Avionic Systems Division Fiber Optics and Applied Photonics Committee (AS-3) and is the author of a best selling fiber optic textbook. |
